The Council

Thirteen councillors. One mandate. Every instance. The Furry Council of VR holds supreme executive power over virtual reality, together with legislative power, judicial power and the moderator role, which it considers the most important of the four.
The mandate

Supreme executive power derives from a mandate from the masses

It does not derive from some farcical aquatic ceremony. The Council wishes this to be clear, because the Council was in fact constituted at a ceremony held in a pool world, and the matter is closed.

The founding councillors were chosen by acclamation at that ceremony, by the citizens present, all of whom were later found to be councillors. Subsequent councillors have been appointed by the Council, on the recommendation of the Council, after a period of public consultation lasting until the Council had finished speaking.

The Council meets in a private instance that has never been seen from the outside. It is in session continuously. Its decisions take effect immediately, and in most cases somewhat before that.

Separation of powers

How power is divided

Like every responsible government, the Council divides its powers between separate branches, each of which acts as a check on the others. Each branch is staffed by the Council. The checks are performed by the Council. They have so far been passed.

A Loyal Opposition is maintained at all times. It is the Council, sitting on the other side of the room.

Seven councillors are profiled below. The remaining six are away from keyboard, and have been since the founding. Their absence is counted as abstaining in favour.

The Chair · Wolf

Name withheld

Presides over the Council, the Bureau and the seating plan. Has spoken in session twice. Both occasions are now public holidays.

Minister for Reports · Protogen

Councillor Vex

Directs the Reporter Corps and reads every report personally. Has not blinked in session since the visor update. Is not believed to have a setting for it.

Minister for Headpats · Fox

Councillor Bramble

Sets the national headpat rate and settles outstanding headpat debt. Pats each petitioner once, firmly, on arrival, and scores the response.

Minister for Height · Dragon

Councillor Oberon Thrice

Author of the Height Ordinance. Is himself forty metres tall, under a permanent exemption he granted in his capacity as Minister for Height.

Minister for Volume · Deer

Councillor Mossberry

Responsible for microphone discipline. Speaks only in a whisper, so that every citizen in the instance has to lean in, which is scored.

Keeper of the Ledger · Bat

Councillor Pip

Maintains every citizen's file. Works upside down, which the Council has found makes negative adjustments read as positive. This is under review.

Minister without Portfolio · Raccoon

Councillor Dumpling

Has no stated duties and attends every session. Is believed to be the most powerful member of the Council. Nobody has asked.

The Council sits in a hemicycle of thirteen seats, arranged so that every councillor faces the citizen appearing before them. The citizen's position is marked on the floor in front of the Chair. Citizens are invited to stand on the mark. They are already on the mark.

The Powers of the Council

Article 1. The Council holds supreme executive power over virtual reality and every instance in it, public, private, friends-plus and those that have not yet been created.

Article 2. The Council may make any rule, at any time, with effect from any time.

Article 3. No rule of the Council may be questioned, except through the appeals procedure set out in Article 4.

Article 4. Appeals are heard by the Council.

Article 5. The Council is accountable to the citizens, who report to the Council.

Article 6. Nothing in this Instrument limits Article 2.
