Every citizen is a reporter.

Voluntarily, enthusiastically and in every instance. The Reporter Corps exists so that no good deed in virtual reality goes unreported, and so that no other kind of deed does either.
The Corps

A reporter in every instance

Every instance in virtual reality, public or private, contains at least one citizen who has volunteered for the Corps. Reporters wear no badge and look like everyone else, because they are everyone else. Statistically, the citizen next to you is a reporter. Statistically, so are you.

If you have ever seen an avatar named only with a full stop standing perfectly still in the corner of a world, that was not a reporter. Reporters are much chattier. That was somebody's younger sibling, and they have been reported separately.

Reporting desks

What gets reported

Desk 1

The Mirror Desk

Reports about mirrors go to a dedicated desk. Most are filed by citizens waiting for the mirror, about the citizen in front of it. Some mirrors have needed two desks. One mirror has needed a building.

Desk 2

Campfire Confessions

Reports of things said around a campfire after midnight go to a specialist desk trained to tell a sincere confession from a bit. It is wrong about half the time, in your favour roughly half of that.

Desk 3

Lap Census

Citizens are asked to report every lap they sit in, together with the citizen whose lap it is. Laps are a shared resource, and the Council intends to know how they are being allocated.

Desk 4

Sleeper Reports

Citizens who fall asleep in the headset are reported by whoever is still awake. The Corps does not wake them. The Corps does not wake anyone. That is not what the Corps is for.

Desk 5

Friend List Returns

Each citizen files a monthly return on their own friend list: its balance, its activity and the number of friends added at three in the morning and never spoken to again.

Desk 6

Emote Interpretation

Every emote reported to the Bureau is interpreted. A thumbs-up is taken as agreement. A dance is taken as agreement with enthusiasm. A backflip is still with the interpreters.

Limits

What may not be reported

The Council believes that every citizen is entitled to a private life. The following may therefore never be reported to the Corps:

Your thoughts, which are inferred.

Your dreams, pending a suitable form.

Notice of Reporting

Disclosure to citizens

By order of the Council, every citizen is hereby notified that they may be reported by any other citizen, at any time, for anything. This notice is posted for transparency.

A citizen who reads this notice is taken to have been notified. A citizen who does not read this notice is taken to have been notified more slowly.

Citizens who wish to opt out of being reported may submit a request to the Corps, which will report the request.
